Employers are required to ensure workers are provided with suitable and sufficient training to understand the risks and apply safe systems of work, helping to control the serious hazards associated with confined space environments.
Regulation 5 of the Confined Spaces Regulations 1997 sets out key duties for employers and those responsible for confined space work. It states:
“No person at work shall enter or carry out work in a confined space unless there have been prepared in respect of that confined space suitable and sufficient arrangements for the rescue of persons in the event of an emergency, whether or not arising out of a specified risk.”
This requires employers to ensure that appropriate and sufficient emergency arrangements are in place before any work begins. These arrangements must cover foreseeable emergencies and include effective rescue procedures, such as self-rescue and on-site rescue provisions, as relying solely on external emergency services may not be adequate in confined space environments.
